Bio:
Richard Lindgren is a staff lawyer at the Canadian Environmental Law Association (CELA), which is a public interest organization founded in 1970 and operated as a specialty legal aid clinic in Toronto. Since joining CELA in 1986, he has represented individuals, citizens’ groups, and First Nations before tribunals and in the courts, including the Supreme Court of Canada. His casework focuses on air and water pollution, environmental rights, environmental assessment, and administrative and constitutional law. He served as a member of the Ontario Environment Minister’s Task Force on the Environmental Bill of Rights, the Ontario Attorney General’s Advisory Committee on Class Action Reform, and the Environment Minister’s Advisory Panel on Environmental Assessment. In addition, he edits the Canadian Environmental Law Reports, and has taught environmental law at Queen’s University and Trent University.
Summary:
In recent years, there has been considerable discussion about using economic instruments (e.g., carbon pricing, EV rebates, etc.) or technology (e.g., renewable energy, carbon capture and storage, etc.) to meet climate change targets and timelines. However, it is increasingly clear that the law can also play a key role in reducing greenhouse gas emissions, addressing adverse climate change impacts, and otherwise facilitating an expedited and equitable transition to a decarbonized society. Mr. Lindgren will provide an overview of the different types of climate change litigation commenced to date. He will focus on some of the high-profile court cases in Canada, the United States, and other jurisdictions. He will also review current and future legislative developments that may be used to drive further progress in climate change mitigation and adaptation.
